Semi-postals are used to raise money for charity, in addition to pay
postage. They normally are identifiable by the use of a plus sign (+) between
the postal increment and the charity increment.

Parcel post stamps first were issued by Belgium in 1879 for parcels carried
on the railroad. U.S. parcel post stamps were issued in 1912 and discontinued
in 1921.
